Congress Reinstates Internet Access Tax Ban

The House of Representatives passed legislation Friday
extending a ban on Internet access taxes until 2007. The
measure, which passed the Senate earlier last week,
cleared the House on a voice vote. President Bush is
expected to sign it.
The bill blocks taxation of all types of Internet connections,
from traditional dial-up services to high-speed broadband
lines.
"Without any action by this Congress, Internet commerce
would be subject to state and local taxes in thousands of
jurisdictions," House Judiciary Committee chairman James
Sensenbrenner, R-WI, said in a statement. "The digital
economy and its participants are more vulnerable if we do
not act, even if this legislation is far inferior to the bipartisan
legislation the House passed last year that permanently
banned Internet access taxes."
The initial three-year moratorium on Internet taxes expired
Nov. 1, 2003. Before that, the House passed H.R. 49, which
would have extended permanently the moratorium on state
and local Internet access taxes. In April, the Senate passed
its own version of the legislation, S. 150, which extended
the moratorium for another four years. Last week the Senate
slightly amended its bill in an effort to clear the way for
its passage in the House.
States that had started taxing Internet access before the
first ban, enacted in 1998, can continue collecting those
fees. States that tax DSL lines must phase out the levies.
The legislation bans three types of taxes, covering taxes
on Internet access, double taxation of a product or service
bought over the Internet and discriminatory taxes that treat
Internet purchases differently from other types of sales.
S. 150 also clarifies and updates the definition of Internet
access to ensure technological neutrality so that the
moratorium applies consistently to any type of access
(DSL, dial-up, cable modem or wireless service). It also
ensures that nothing in the legislation will affect state
and local taxation of voice telecommunications services
(including Voice over Internet Protocol), the application
of any federal, state or local regulatory fees, or other
telecom services that are not purchased or used directly
to provide Internet access.

stranger in town to take a dangerous trip,
together. The idea was that each was to take
only the clothes on their back and go
anywhere in the world where the stranger
took them. They were to be left there to find
their own way home. They had no money,
no identification, and no idea where they
were. If they arrived back home, there
would be a million dollars waiting in each
of their bank accounts
The story deals with their adventures along
and leads to the only way they could survive.
The story leads to many friends, many
adventures and many places.

Quite suddenly everyone sat upright. Some were
already up but most had been sleeping. The cause
of the alarm was the absence of sound.
The rain had be beating steadily on the roof
for eight days now. The din was like a drum only
steadier. It was nice to sleep to that sound, but
today, without notice, it suddenly quit. The
silence aroused everyone.
The kids from the Mae's and Susan's trips were
just about back to normal after sleeping a lot
during the last couple days. Funny how crossing
time zones affects one's biological clock. It may
not be as serious for some as for others but it
affected everyone.
The bright sunshine that was coming quickly as
the clouds moved out, would be a much welcome
relief from the sodden rains of the last week.
Just the newfound brightness of the day was enough
to energize everyone in the orphanage. The
dreariness of the rains, while they brought forth
beauty, limited the activities of the kids.
Within an hour the sun was out and within four
hours of that the mud was dry enough that the kids
could run about doing all the things kids do.
Mae called one of them aside. "Would you like
a ball so you could teach the kids how to play
that ball game you learned at my village?" She
knew what the answer would be and therefor
produced the ball she had been holding behind her
back.
The young man was polite and thanker her for
it but he wasted no time in getting away. He ran
over to where some of the kids were playing and
then pointed to the nearby field. It took but mere
minutes before a game was underway and, as you
might expect, it didn't take long for all the kids
to end up there.
"I see you showed them how to play that ball
game the kids play back at your place." Reno had
walked silently up behind her. It gave Mae a bit
of a start.
"They seemed to enjoy that game so much when I
had them home that I thought they could teach the
others. It will most certainly keep them occupied,
and healthy."
"Yes, it will. I don't know why I didn't think
of it. Aren't they wonderful?"
"They are Reno and you guys are doing such
wonderful work with them."
"We like to do this. It is how Riata worked
with us back in Matto Grosso. If it had not been
for her I would not have learned higher law and
would be a street person now. I'm glad to work
with these kids so they have the same opportunity
I did."
"Well, you're doing fine."
"Thank you. Would you like to join us for
tea?"
"That sounds great."
The two of them sauntered over to the
orphanage and inside. There they went over to one
corner where Amenti, Maria and Susan were already
sitting and having tea. Little Tlang was sitting
next to Susan.
"Hello Tlang. How come you aren't out playing
with the kids?
"I missed you two the other day when you left.
So I decided I want to stay with you so I can go
the next time."
"Would you like to go out to play with the
kids?"
"Yes, Miss Mae."
"Well I'll tell you what. You go and play. If
I or Miss Susan are going anywhere we will come
and tell you first. You must realize though that
some of the times when we have to leave you will
not be able to join us. There may be danger. But
we will tell you before we leave and we'll tell
you when we'll be back, too. How's that?"
"If you do that Miss Mae then I will go play.
Is that okay?"
"Sure it is" Mae laughed. "Now begone with
you."
Tlang was up and away in the flick of an eye.
"I think Tlang has become too dependent on us,
Susan and I. That is one of the reasons we brought
her here. We thought that she would get to learn
to be comfortable here and not require our
personal attention so much. Either way we will
look after her, but this will free us up some."
"We knew you had that in mind Mae. That's
fine. We will look after her too." Maria had been
silent up to this time. She liked Tlang and the
pair of them got along just fine. If it were not
for all the kids in the orphanage Maria might have
adopted Tlang.
